As part of the visit to Hokkaido to attend the Vietnam–Hokkaido Festival 2026, on September 4, the Quang Ninh City delegation, led by Duong Manh Cuong, Member of the Standing Committee and Head of the Internal Affairs Commission of the Quang Ninh City Party Committee, held discussions with Takebe Tsutomu, Special Adviser to the Japan–Vietnam Friendship Parliamentary Alliance, and paid courtesy calls on leaders of Hokkaido Prefecture and Asahikawa City.
During the meeting with Takebe Tsutomu, Special Adviser to the Japan–Vietnam Friendship Parliamentary Alliance, Duong Manh Cuong, Member of the Standing Committee and Head of the Internal Affairs Commission of the Quang Ninh City Party Committee, briefed him on Quang Ninh’s outstanding socio-economic development achievements and exchanged views on orientations for cooperation between Quang Ninh and Japanese localities and partners.
During the courtesy calls on Mitsuhashi Tsuyoshi, Vice Governor of Hokkaido Prefecture, and Imazu Hirosuke, Mayor of Asahikawa City, Duong Manh Cuong highlighted the historic milestone of Quang Ninh officially becoming a city on September 1. This milestone opens up greater development space, with synchronised infrastructure and more open mechanisms and policies, creating favourable conditions for international investors, including Japanese businesses. Quang Ninh also looks forward to working with Hokkaido Prefecture and Asahikawa City to elevate cooperation to a new level.
