Hai Ha Industrial Park: Expanding the horizon for green, modern industry

Hai Ha Industrial Park is preparing a major expansion, backed by a planned $250 million infrastructure investment to add roughly 500 hectares of land for green and modern manufacturing.

With an overarching vision to build a $2.5 billion industrial-energy-digital ecosystem, Hai Ha Industrial Park is carving out a pathway to evolve into a multi-sector, smart, and green manufacturing hub.

Fueled by more than $1.8 billion in cumulative investments from Texhong Group since 2006, and 37 secondary projects, the complex is rapidly pivoting from a traditional textile hub into a next-generation eco-industrial park centered on sustainability, high-tech integration, and circular manufacturing.

Beyond capital and technology infusion, secondary investors have recruited and trained more than 1,000 Vietnamese university graduates for management roles across resident companies. They have also forged partnerships with hundreds of domestic suppliers and customers, contributing roughly $20 million in annual taxes, a bedrock for deepening linkages between foreign direct investment (FDI) enterprises and the domestic economy.

Capital flows into Hai Ha continue to gain momentum. In the final months of the year, three existing projects are slated for capital expansions totaling roughly $100 million, while 11 new projects representing about $400 million in investments are nearing completion and preparing to go online. Meanwhile, six new and expansion projects worth an estimated $300 million are accelerating construction, with operations scheduled to launch before June 2027. This surging investment demand underscores the urgent need to expand industrial footprints while upgrading production infrastructure.

"What businesses care about goes beyond mere factory space", said Zhou Bo Qin, general director of Ngan Quang Science and Technology Co., Ltd. "We look at stable energy supplies, logistics, environmental management systems, digital infrastructure, and supporting industries right inside the park. When these elements are synchronized, they help enterprises trim costs, strengthen production linkages, and reinforce confidence to expand further investments in Hai Ha".

The proposed 500-hectare expansion, backed by $250 million in infrastructure outlays, transcends a simple push to acquire land. Under master plans, the expanded acreage will stretch beyond textiles to higher-value sectors, including supporting industries, precision engineering, electronics, and advanced materials. Production infrastructure, logistics networks, environmental systems, and digital backbones will be synchronized under an eco-smart industrial park model.

Capitalizing on its stronghold in textiles, Hai Ha is well-positioned to build a diverse industrial fabric, deepening integration among upstream, midstream, downstream, and supporting sectors. This transition aims to maximize output per square meter while gradually lessening reliance on a single manufacturing segment.

Crucially, sustainability is baked directly into the new development blueprint. Park developers are spearheading a self-generation and self-consumption energy framework powered by solar arrays, cogeneration, biomass, wind power, and electric truck charging stations. Plans are also underway for an AI data center (AIDC) to bolster digital infrastructure and power the automation of manufacturing processes.

"Long-term strategic investments in Hai Ha are rooted in a commitment to synchronized infrastructure", said Nguyen Thi Bui, external affairs general director and head of new energy market development. "Resources are being channeled to gradually build an eco-smart industrial park centered on green energy, automation, digitization, circular manufacturing, and technology transfer. Efforts will continue to foster local Vietnamese suppliers, elevate domestic value chains, train high-skilled talent, and cement Hai Ha as a pivotal link in Vietnam's manufacturing network".

The dynamic shifts underway in Hai Ha align closely with Quang Ninh’s broader industrial restructuring mandates: prioritizing high-tech projects, high value-added sectors, robust supply chain integration, land-use efficiency, and stringent environmental compliance.

"Our strategic direction for Hai Ha Industrial Park is intensive growth", said Truong Manh Hung, executive deputy head of the provincial economic zone management board. "We prioritize advanced technologies, green industries, energy efficiency, and projects capable of anchoring robust production chains. Apart from cutting red tape for investors, we remain laser-focused on transport connectivity, workforce development, and essential services to ensure the park achieves sustainable growth and drives an increasingly outsized role in industrial expansion".
