The city is currently home to two of Vietnam’s nine World Heritage Sites and 609 relics, including eight Special National Relic Sites, 57 national relics and 103 city-level relics; 13 National Treasures; and 132 festivals, of which 76 have been inventoried and included in the list of intangible cultural heritage. These assets provide Quang Ninh with major opportunities to become a key centre for cultural and tourism development. In the first nine months of 2026, the city organised and coordinated three national and international events and five city-level events serving political tasks and attracting tourists.

At the same time, efforts to build a cultural environment and promote the cultural values and people of Quang Ninh have been carried out in association with digital transformation. Authorities at all levels and sectors have stepped up communication on Quang Ninh’s history, traditions, culture and people on digital platforms; promoted traditional festivals, local craft villages and distinctive tourism products; promoted heritage values; and developed a project on the Digital Community Cultural House model for the 2026-2030 period. The city has also created a favourable business environment to attract investment in culture and tourism, forming new cultural products such as music and entertainment programmes on cruise vessels, Ngoc Rong Cave, music concerts and entertainment festivals, thereby creating a foundation for the development of cultural industries and the night-time economy.

Heritage management, conservation and promotion have been carried out in a way that both safeguards original values and gradually links heritage with socio-economic development. The city is focusing on conserving and effectively promoting its heritage, particularly the two World Heritage Sites of Yen Tu and Ha Long Bay, together with national and Special National Relic Sites. Attention is also being given to planning, enhancing the role of cultural officials, strengthening management of conservation work and safeguarding cultural heritage values, while developing appropriate mechanisms and policies to encourage residents to recognise their responsibility and obligation to participate in preserving cultural relics. In the coming period, the city will continue to focus on key tasks related to implementing Politburo Resolution No. 80-NQ/TW on cultural development; developing the project on heritage economy, night-time tourism and cultural industries in Quang Ninh City to 2030, with a vision to 2045.
