On Dec 17th 2019, National Assembly Standing Committee issued the decision No. 837/NQ-UBTVQH14 on the rearrangement of administrative units at communal and district level in Quang Ninh. Accordingly, Hoanh Bo District’s total area of 843.54km2 and population of 51,003 people will be merged into Ha Long City. Besides, 16 administrative units in Hai Ha District, Uong Bi City, Dam Ha District, Tien Yen District, and Binh Lieu District are rearranged. To date, Quang Ninh has 13 administrative units at district level, consisting of 4 cities, 2 towns, and 7 districts; 177 administrative units at communal level, including 72 wards, 7 towns, and 98 communes.
Gross Regional Domestic Product GRDP growth rate reached 12.01%, the highest ever in the past 10 years. State budget collection in 2019 reached nearly 46 trillion VND, an increase of 18% over the estimate assigned by the Government. Average gross product reached 6,135 USD per capita per year, 2 times higher than national average.
The model of Public Service Administration Center under the Quang Ninh Provincial People’s Committee, approved by the Prime Minister, has run for trial for 3 years. The model has proved its operational efficiency and been said to be expanded nationwide. The operation of Smart City Governance Center affirmed Quang Ninh’s determination to maintain its provincial competitiveness index in the 1st rank. Quang Ninh is also one of 3 provinces and cities nationwide chosen by the Government to pilot connection to the National Public Service Portal with 11 services offered.
Quang Ninh’s breakthroughs in infrastructure are cornerstone for further development. In 2019, Quang Ninh put a number of mega projects into operation, namely Ha Long Van Don Highway, Nguyen Van Cu Officials Training School, Quang Ninh Children’s Palace, Bai Chay Ring Road, Bac Luan Bridge No.2…., and commenced the construction of Van Don Mong Cai Highway, Ha Long Cam Pha Ring Road, Quang Ninh Geriatrics Hospital, FLC University.
One year after its official operation, Van Don International Airport– the first privately-built airport in Vietnam – operates two domestic routes and 5 international routes run by 5 airliners, receiving 2,000 flights bringing 260,000 traveler arrivals, including 11,000 international tourist arrivals. The airport welcomed Bamboo Airways’ the first wide-bodied Boeing 787-9 Dreamliner which was named “Ha Long Bay”. It also won the World's Leading New Airport 2019 award at the 26th annual World Travel Awards (WTA)
With the year’s working theme “Improving the quality and efficiency of services”, Quang Ninh received 14 million tourist arrivals in 2019, including 5.75 million international arrivals, a year on year increase of 14% and 10% respectively. Quang Ninh hosted international and domestic events, for example: ASEAN Tourism Forum, the World Ha Long International Circus Festival, ASEAN+3 Singing Contest, and participated in the World Clipper Race.
In 2019, coal industry witnessed the most impressive growth over the past 5 years, in terms of production scale and financial index. The industry sold 45 million tons of coal, up by 3 million tons against the plan, earned a revenue of 130 trillion VND, and contributed 17.8 trillion VND to the state budget.
Quang Ninh OCOP program affirmed its trademark. The province was awarded with 3rd level Labour Medal for the movement of building new rural areas. Viet Dan Commune in Dong Trieu District is the first commune nationwide to be recognized as typical new rural area. Quang Ninh completed the Plan 196 on helping extremely disadvantaged hamlets and communes out of poverty, one year ahead of the plan. The rate of poor households in the province was reduced to 0.56%.
Quang Ninh’s education and training, sports, culture, and arts sectors won significant achievements in international arena. For instance, a silver medal at the 44th International Invention and Innovation Competition (INOVA), a bronze medal at European Physics Olympiad – EuPhO, 2 gold medals, 4 silver medals, and 3 bronze medals at SEA Games 30, a gold medal at International Salon of Photography CANVAS…
Quang Ninh Media Group – the first model nationwide combining provincial press agencies as one. After one year of operation, the model has proved its efficiency, thus affirming right policy of province in accordance with national press development and management plan.
