Quang Ninh is undergoing rapid growth, especially in terms of transportation infrastructure. The province is said to be one of top dynamic development provinces nationwide in recent years. Those achievements affirm the province’s tireless efforts in changing mind and actions, turning unprecedented models into development examples.
In 2013, in the context of inadequate legal framework on public-private investment, Quang Ninh actively studied some new investment models with the aim of combining and mobilizing different sources from private sector, including “public investment – private management” and “private investment – public use”.
Quang Ninh then submitted a report to the Prime Minister asking for permission to pilot 44 projects under the above-mentioned investment forms. During the implementation, the province would prioritize state budget allocation to investment preparations, specifically in land clearance compensation and, progress commitment.
Quang Ninh’s proposal, in the context of Government’s limited capital for transportation works, was quickly approved by the Government, opening a new start for the province’s consecutive success. It can be seen that many investors have come to Quang Ninh and carried out development projects.
After 4 years, Quang Ninh’s success goes beyond expectations. In 2018, the province put Ha Long – Hai Phong Highway and Ha Long – Van Don Highway into operation with total length of nearly 100km. The Bach Dang Bridge on Ha Long – Hai Phong Highway was invested with nearly 7.5 trillion VND by private investors. 60 km Ha Long – Van Don Highway got an investment of 12 trillion VND also implemented by private sector. Besides, public-private partnership (PPP) can be seen in the construction of Van Don International Airport, the first privately-built airport in Vietnam, and Ha Long International Cruise Port, the first specialized cruise port of the country.
Also, in the last 4 years, total PPP capital for transportation construction in Quang Ninh reached more than 47 trillion VND, of which state capital account for 9%. Quang Ninh has jumped to top dynamic provinces nationwide with diversified and the best infrastructure system.
