Quang Ninh’s economic transformation: From “brown” to “green” growth

Quang Ninh has emerged as one of Vietnam’s most dynamic provinces in shifting from a resource-dependent economy toward sustainable, innovation-driven growth. By strategically transitioning from “brown” to “green,” the province has gradually reduced reliance on extractive industries and fostered new engines of development including high technology, the digital economy, and the circular economy.

This forward-looking model positions Quang Ninh as a destination of choice for investors seeking growth aligned with global sustainability trends.

As an early industrial hub with a long history in mining, Quang Ninh faced increasing challenges from resource depletion and environmental concerns. Recognizing these constraints, the province redefined its development vision, charting a clear roadmap for restructuring toward a greener, more resilient economy. By leveraging its diverse ecosystems, digital transformation, and circular economy potential, Quang Ninh has laid the foundation for high-quality, long-term growth.

In November 2020, in the midst of the Covid-19 pandemic, Quang Ninh introduced Resolution No. 01-NQ/TU, the first of the new Party Congress term, focused on building a competitive and sustainable processing and manufacturing sector. The policy prioritizes enterprises adopting advanced and clean technologies, producing high value-added products, and integrating into global supply chains.

Coupled with Quang Ninh’s unique advantages in land availability, international gateways, abundant human resources, and modern, synchronized infrastructure across air, sea, and road, this initiative has created an enabling environment for next-generation foreign direct investment (FDI).

Between 2021 and 2025, Quang Ninh expects to attract nearly USD 9.77 billion in FDI, 5.1 times higher than the previous five-year period, with processing and manufacturing accounting for more than 68.5%.

The sector has recorded an average annual growth rate of 23%, establishing Quang Ninh as a new hub for large-scale, globally competitive industries such as high-tech textiles, automobile and electric vehicle production, mechanical engineering, and electronics assembly.

Tourism has also undergone a strategic transformation, reinforcing its role as a pillar of the economy. With a clear strategy to develop green and high-end tourism, Quang Ninh has revitalized traditional offerings while pioneering new international-standard products such as luxury cruises and branded resort complexes.

Modern infrastructure and a calendar of national and international events have strengthened Quang Ninh’s reputation as a “safe, friendly, and attractive destination”. In 2024, tourism contributed 9.64% of GRDP, with international arrivals rebounding strongly. Ha Long bay continues to shine as a global heritage brand, while destinations like Yen Tu, Bai Tu Long, and Van Don-Co To are emerging as leading ecological and wellness retreats.

Quang Ninh targets the development of “four-season tourism” and eco-friendly niches such as MICE, wellness, and cultural-spiritual experiences, aspiring to become Vietnam’s premier green tourism hub and an international gateway by 2030.

By proactively restructuring its economy, Quang Ninh has mobilized resources, including human capital, finance, land, and natural assets, towards green and sustainable priorities. This has enabled the province to harmonize economic, environmental, and social objectives while unlocking new opportunities for investment and partnership.

With average annual growth of 10.4%, 1.7 times the national rate, Quang Ninh is now one of Vietnam’s fastest-growing provinces. By 2025, its economy is projected to reach VND 395 trillion, nearly double the 2020 figure, with GRDP per capita surpassing USD 11,000, more than twice the national average.

Quang Ninh is not only a land of heritage and natural beauty but also a rising center of innovation, green growth, and international integration. With strong political will, world-class infrastructure, and a commitment to sustainable development, the province offers abundant opportunities for investors and partners to share in its dynamic future.
