Quang Ninh province supports workers affected by Covid-19

So as to support businesses and individuals impacted by COVID-19, the Government issued Resolution 68/NQ-CP on 1 July 2021. This assistance package of VND 26,000 billion is considered a lifeline, helping businesses and workers overcome the ongoing "pandemic storm".

As soon as this important resolution took effect, Quang Ninh issued Decision No. 42/2021/QD-UBND on supporting employees who do not have labor contracts and a number of other peculiar people who are encountering difficulties due to the Covid-19 pandemic as prescribed at Item 12, Section II of Resolution No. 68/NQ-CP of the Government.

Specifically, an assistance of VND 50,000 /person/day, up to VND 3,700,000 /person maximum, is given to employees who do not have labor contracts (or freelance workers) and legally inhabit Quang Ninh province (in case of temporary residence, they must have a temporary residence registration certificate certified by the police authority). These workers lose their jobs due to medical quarantine or in isolated areas, or business owners have to stop or suspend operations as required by competent state agencies to prevent and control the Covid-19 pandemic from May 1, 2021 to the end of December 31, 2021.

The list includes garbage and scrap collectors; goods porters and transporters; 2-wheeled, 3-wheeled passenger motorbikes and passenger cyclos drivers; mobile lottery sellers; employees who work at business households in the fields of food, accommodation, tourism, health care and barbers on sidewalks or in markets; street vendors and small retailers who do not have fixed locations; private educational institutions employees; builders, masons, wall painters and construction workers.

Receivers are also residents who belong to poor households and near-poor households according to the national poverty line and the provincial poverty line and those who have not currently received the allowance for people with meritorious services, social protection allowance, other monthly social allowance and social insurance according to the current policies of the Government and the province. These people are entitled to VND 1,500,000 /person in this phase.

Quang Ninh authorities requests relevant departments and localities to guide beneficiaries to prepare dossiers in a transparent and legal manner. Functional agencies are required to simplify administrative procedures so that employees and employers can access the support package as soon as possible and in line with the law.
