Quang Ninh Party Secretary meets with Japanese Ambassador to Vietnam
On June 26, at the invitation of His Excellency ITO Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, a delegation from Quang Ninh province, led by Mr. Vu Dai Than, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Quang Ninh National Assembly Delegation, paid a courtesy visit and held discussions with the ambassador.
Joining the delegation were Mr. Pham Duc An, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, along with leaders of relevant provincial departments and sectors.
In a warm and cordial atmosphere, Secretary Vu Dai Thang and Ambassador ITO Naoki reflected on the positive and comprehensive outcomes of the cooperation between the Japanese Embassy, Japanese organizations, and localities with Quang Ninh province in recent years. These collaborations have made a meaningful contribution to strengthening the Comprehensive Strategic Partnership between Vietnam and Japan.
Ambassador ITO Naoki expressed his appreciation for the efforts of Mr. Vu Dai Thang and Quang Ninh’s leadership in promoting bilateral ties, especially in enhancing cooperation between localities and organizations of both countries. He expressed his hope that Secretary Vu Dai Thang would continue to play an active role in deepening the relationship between Japan and Vietnam.

The Ambassador also welcomed Vietnam’s ongoing institutional reforms and expressed confidence that the implementation of the new two-tier local government model would drive significant breakthroughs in development for Vietnam as a whole, and for Quang Ninh province in particular. He emphasized that this model offers a strong foundation for advancing comprehensive bilateral cooperation.
For his part, Secretary Vu Dai Thang highlighted that this is a historic and transformative period for Vietnam, as the two-tier local government model will officially take effect on July 1. He affirmed that the Vietnamese Party and State are determined to build a service-oriented, development-driven government, creating a solid platform for the nation’s transition into a new era of growth.
Secretary Vu Dai Thang also expressed his hope that the Japanese Ambassador would continue to support and foster cooperation between Quang Ninh and Japanese partners, especially in key areas such as trade, tourism, education and training, and cultural exchange. He emphasized that such collaboration would further enhance the Comprehensive Strategic Partnership for peace and prosperity in Asia and across the globe.
