Quang Ninh marks the 80th anniversary of the justice sector’s traditional day
On August 26, the Quang Ninh Department of Justice solemnly held a ceremony to celebrate the 80th anniversary of the justice sector’s traditional day (August 28, 1945 - 2025).
Prominent among those were Vice Chairman of the Provincial People’s Council, Nghiem Xuan Cuong, and Vice Chairman of the Provincial People’s Committee, Le Van Anh.
On August 28, 1945, the provisional government of the Democratic Republic of Vietnam announced the formation of a unified national cabinet of 12 ministries, including the Ministry of Justice. This marked the establishment of a revolutionary justice system of the people, by the people, and for the people.
Vietnam’s justice sector has continued to grow, overcoming numerous challenges and successfully fulfilling the tasks entrusted by the Party and the State for over 80 years. It has played an important role in state governance, social administration, and in the nation’s cause of building and defending the fatherland.
Quang Ninh’s Department of Justice was established on December 24, 1981 and has made strong progress and achieved many significant results since then.

These results include advising on key legal documents to help institutionalize Party directives and state policies at the local level, expanding legal dissemination and education with diverse forms and content reaching grassroots communities, building and operating Quang Ninh’s notary database, advising the provincial people’s committee on the project named “Strengthening state management in notarial activities in Quang Ninh province, 2023-2025”, and promoting the development of judicial support organizations under the socialization policy, meeting the needs of citizens and businesses, and contributing to judicial reform.
The department has also actively supported enterprises with legal assistance, helping to improve the business environment and strengthen the province’s PCI (Provincial Competitiveness Index). At the same time, it has focused on organizational restructuring, capacity building, and digital transformation, ensuring streamlined management and more effective service delivery.
Speaking at the ceremony, Vice Chairman of the Provincial People’s Committee Le Van Anh praised the achievements of Quang Ninh’s justice sector over the years.
He emphasized that Quang Ninh is striving to become a prosperous, modern, and civilized province with the goal of rapid and sustainable socio-economic development.

Innovation, digital transformation, and green transition will be key drivers, alongside improving people’s living standards, safeguarding national defense and security, strengthening external relations, and building Quang Ninh into a modern, happy, and prosperous province which is set to become a centrally governed city before 2030 and one of Vietnam’s major economic hubs by 2045.
The Vice Chairman called on the justice sector to continue proactively advising Party committees and local authorities, strengthen the review and completion of local legal documents, ensuring consistency, transparency, and stability, as well as improve the quality of law enforcement and administrative violation management; and to innovate legal education with more diverse forms.

He also urged the sector to enhance state management in judicial support and administrative justice, streamline administrative procedures, improve the quality of public services, and strengthen legal aid for eligible groups.
At the same time, the Department should intensify monitoring and guidance to promptly resolve difficulties at grassroots levels, and accelerate IT application, digital transformation, and data connectivity across relevant departments, sectors, and localities.
