Smart city development is a global trend. Therefore, since 2016, Quang Ninh has implemented Smart City Plan with the target of basically turning Ha Long City into a smart city by the end of 2020, Quang Ninh into top smart cities in Vietnam and ASEAN by 2030.
According to the Plan, in the period of 2017-2020 smart city construction is undertaken basing on the platform of E-Government (1st phase), focusing on the areas of health care, education, natural resources and environment, transportation, tourism, order and security…Quang Ninh is the first locality in Vietnam to build provincial-level smart city architecture.
To date, 8 projects under the plan have been completed and 9 projects have been being implemented, bringing positive effects on society. For example, in health care, Quang Ninh has completed 3 smart hospitals, namely Quang Ninh General Hospital, Bai Chay Hospital, and Quang Ninh Obstetrics and Pediatrics Hospital. Patients are provided with smart health care cards. The time for the process of medical check-ups has been shortened. Doctors at upper-level hospital can provide distance medical check-ups and treatment, therefore patients do not need to be moved to upper level hospitals…
In education sector, Quang Ninh has 66 schools with more than 500 smart classrooms, which promotes the efficiency in educational management and innovations in teaching and learning.
As for the environment, 6 additional environmental monitoring stations have been installed, bringing the total number to 140, thereby improving the capacity of automatic environmental monitoring in the province. Smart traffic system has also been available in Ha Long, Cam Pha, Mong Cai and Uong Bi.
Especially, in Aug. 2019, Quang Ninh started piloting Smart City Governance Center which helps provincial leaders make prompt decisions and manage different fields at the same time via information and technology. The center also increases the interaction between local government and people.
In 2020, Quang Ninh gives priority to the completion of 5 projects, including smart governance center; smart environmental testing system; smart education management system; management quality improvement in Ha Long University; smart traffic management for 2nd phase.
