Quang Ninh province has confidently been stepping into a new era of development, focusing on economic restructuring and establishing a forward-looking growth model where science, technology, and innovation serve as the primary engines.

The province is committed to advancing green, inclusive, and comprehensive growth across economic, social, cultural, environmental, and security dimensions.

Over the past five years, Quang Ninh’s economic structure has undergone a profound transformation. Long-standing challenges such as unlocking resources, expanding development space, and balancing coal mining for national energy security with industrial growth and tourism have been gradually and effectively addressed.

The province has maintained an impressive average annual growth rate of 10.4%, 1.7 times higher than the national average. Economic scale has grown rapidly, with GRDP in 2025 projected at VND 395 trillion, nearly doubling 2020 levels. GRDP per capita is expected to surpass USD 11,000, 2.23 times the national average and 1.7 times higher than in 2020.

Building on this foundation, Quang Ninh is committed to harnessing both traditional growth drivers and new ones, closely aligned with Vietnam’s national development strategies.

In pursuit of green industry and sustainable transition, Quang Ninh prioritizes high-tech, high-value-added, and strategic sectors. The province actively seeks selective FDI into industrial parks and economic zones, focusing on advanced, clean, large-scale projects with global integration potential.

Key growth areas include semiconductors, automobile production, renewable energy equipment, and railway technology. Thus, Quang Ninh has positioned itself as one of Vietnam’s leading hubs for advanced manufacturing.

The completion of Quang Ninh’s first social housing project demonstrates the province’s strong commitment to supporting its human resources and improving workers’ quality of life.

At the same time, services and tourism are being elevated as core pillars of the economy. Quang Ninh is on track to become a regional logistics hub and multimodal gateway connecting China, Northeast Asia, and ASEAN, while also developing a free trade zone.

Tourism has shifted towards “less quantity, more quality,” reinforcing Quang Ninh’s position as a leading destination for green and sustainable tourism. With globally recognized assets such as Ha Long bay, Yen Tu, and the Bai Tu Long archipelago, the province has expanded into year-round tourism, promoting the night-time economy, heritage-based economy, and cultural industries, while strengthening regional and global linkages.

Rural economic restructuring is also a key focus, moving towards green, ecological, and circular models integrated with value chains. Quang Ninh has built modern, inclusive rural areas rich in cultural identity, aligned with urbanization and climate change adaptation.

The province has also driven breakthroughs in science, technology, and digital transformation, reshaping management and production methods through the integration of human expertise and artificial intelligence. At the same time, it has attracted and nurtured high-quality talent capable of mastering and transferring advanced technologies, while creating an enabling environment for private sector growth, investment, and innovation.

With clear strategies, ambitious goals, and a strong tradition of “discipline and solidarity,” Quang Ninh is accelerating its comprehensive transformation. By leveraging its unique advantages and aligning with national priorities, the province is determined to boost socio-economic development, reinforce its position as a key driver of Vietnam’s growth, and confidently enter a new era with fresh momentum and vision.
