Quang Ninh is one of 25 border provinces and cities nationwide and the only one sharing common borderline by road and by sea with China where the first Covid-19 cases in the world were reported. Therefore, right after the disease broke out in China, Quang Ninh set up itself in special defense posture to strictly control the borderline and prevent border-cross infection.

Even when the pandemic seemed to ease, local authorities along the borderline still enhanced activities to stop illegal entry and exit, and transportation on paths; maintained the operation of some quarantine checkpoints; and were ready to re-activate when required.

Lieutenant Colonel Le Hong Van, Police Chief of Mong Cai City, said “The municipal police have set up checkpoints at the borderline and at some locations in the city for isolation. After the period of easing social distance, the demand of entry had increased so offenders created illegal entry and exit link”

Amid the wave of illegal entry to Vietnam and the risk of Covid-19 re-outbreak, Quang Ninh has set up 3 lines of defense, including border soldiers, local governments (especially at border areas), and interdisciplinary force in which police takes the key responsibility, since July 2020.

Thanks to measures, since February, functional bodies have seized nearly 300 cases with 800 people conducting illegal entry and exit.
