Quang Ninh officially launches two-tier local government system on July 1
Today, July 1, Quang Ninh province officially put into operation its new two-tier local government system, in line with national efforts to reform and streamline administrative structures. This marks a historic milestone in the province’s ongoing revolution to modernize its administrative apparatus, aiming to build an efficient, citizen-centered government that best serves the people and businesses.
This morning, all communes, wards, and special administrative zones across the province simultaneously convened meetings of their local Party Standing Committees and Executive Committees to issue resolutions outlining key orientations and tasks for 2025.
At the same time, the first sessions of the local People’s Councils were held to implement functions within their jurisdiction, including the adoption of resolutions on socio-economic development and national defense and security for the upcoming year.
Immediately following these meetings, all 54 communes, wards, and special zones officially commenced operations with the highest level of responsibility. The province is committed to ensuring a seamless transition without delays in administration, gaps in management, disruptions to ongoing tasks, or any negative impact on citizens or businesses.
In order to mark the occasion, a special art performance and high-altitude fireworks show will take place tonight at 8:00 PM at Sun Carnival Square at Bai Chay Ward. The celebration will be broadcast live on QTV1, QTV3, and across the digital platforms of the Quang Ninh Media Center.
The event aims to foster a joyful, celebratory atmosphere, a true festival for the people, while strengthening unity and public consensus across the political system. It also reaffirms the province’s determination to effectively implement the new administrative model and improve governance at all levels.
