As part of its working visit to the Russian Federation, on September 4, the Quang Ninh City delegation, led by Trinh Thi Minh Thanh, Standing Deputy Secretary of the Quang Ninh City Party Committee and Chairwoman of the Quang Ninh City People’s Council, held working sessions with the Legislative Assembly and the Committee for External Relations of Saint Petersburg to discuss orientations for strengthening cooperation between the two localities.

At the Legislative Assembly of Saint Petersburg, the delegation held talks with Alexander Nikolaevich Belsky, Chairman of the Legislative Assembly of Saint Petersburg. Welcoming the Quang Ninh City delegation to Saint Petersburg, the Chairman expressed his pleasure at receiving the delegation and proposed strengthening exchanges and mutual understanding while opening up new opportunities for cooperation between the two localities, particularly by promoting the opening of flights to Van Don International Airport.
Building on the potential and strengths of the two localities, Trinh Thi Minh Thanh proposed that the Quang Ninh City People’s Council and the Legislative Assembly of Saint Petersburg study the signing of a Memorandum of Understanding on cooperation and develop an action plan for the coming period. She also called for stronger delegation exchanges and greater sharing of experience in smart urban governance, green transition, and heritage conservation in conjunction with modern urban development.
On the same day, the delegation held a working session with the Committee for External Relations of Saint Petersburg. Viacheslav Genadevich Kalganov, Vice Chairman of the Committee for External Relations of Saint Petersburg, received the delegation.
The working sessions helped lay the groundwork for promoting practical, effective and mutually beneficial cooperation between Quang Ninh and Saint Petersburg, further deepening the Comprehensive Strategic Partnership between Vietnam and the Russian Federation.
