Quang Ninh builds new-style rural areas in association with preserving cultural identity

Identifying culture as an endogenous strength, a driving force for development, and the foundation of society, in recent years, preserving and promoting cultural identity has always been an important task in building new-style rural areas in Quang Ninh Province.

Quang Ninh Province has paid attention to improving the effectiveness of the system of grassroots cultural and sports institutions, to meet the needs of recreation, entertainment, and health training for the people.

Accordingly, the province has directed localities to continue building and perfecting the system of cultural and sports facilities at commune and village levels, and cultural and sports centres; repairing and embellishing cultural heritages associated with rural tourism development and the task of building new-style rural areas.

Culture - the driving force for development

Quang Ninh has always been determined to implement the new-style rural construction programme, with rural people as the subject and centre of the development process; the highest goal is to comprehensively improve the material and spiritual lives of farmers and rural residents, according to the criteria of happiness; building modern, prosperous, happy, democratic and civilized rural areas; increasing income for farmers and rural residents, associated with preserving and promoting Quang Ninh’s cultural identity.

Accordingly, the province is trying to effectively implement the rural tourism development programme in building new-style rural areas,during the 2021-2025 period, associated with preserving and promoting traditional cultural values sustainably and inclusively, with a focus on developing community tourism sustainably, contributing to preserving and promoting traditional values, especially the cultural identities of ethnic minorities; promoting the value of cultural-historical relics and scenic spots; contributing to improving the quality of cultural, spiritual and material life of people, while changing perceptions about livelihoods, to reduce poverty sustainably.

Many cultural and sports institutions in Quang Ninh Province have been invested in, put into use and become places for community activities, imbued with national cultural identity, and become tourist attractions. Attractive tours include the Dao ethnic cultural conservation centre in Bang Ca commune in Ha Long City, Tay ethnic cultural and sports area in Tien Yen district and Dao ethnic village in Po Hen village, Hai Son commune, Mong Cai City.

The preservation and development of Quang Ninh’s unique culture, associated with socio-economic development, has been implemented drastically and methodically, achieving important results. The province has organised research, compiled scientific records and ranked 25 relics, including special national and provincial relics.

Thirteen national treasures have been reviewed, discovered, consolidated, compiled, and presented to the Prime Minister. Along with that, Quang Ninh Province organised an inventory to compile 28 additional relic records, to the list of historical, cultural, and scenic relics.

Promoting and preserving cultural values

Quang Ninh Province has paid great attention to implementing Resolutions adopted by the Party Central Committee and the Provincial Party Committee, on building and developing culture and people, with special attention to promoting and preserving sustainable cultural identity, associated with the building of new-style rural areas.

In addition, the province has continued to improve the operational efficiency of the system of cultural and sports institutions at commune and village levels throughout the province; innovated the content of activity programmes associated with the realities of social life and people's needs; promoted people's participation in building, managing, and organising community-based cultural activity models.

To concretise the goals of the central and provincial resolutions, localities have actively researched, collected, and developed research projects, restoring, preserving and promoting cultural values of ethnic minorities from literature, arts, and folk games, to customs and traditional festivals.

Among them, localities where the majority of ethnic minorities live, such as Ba Che, Binh Lieu, Tien Yen, Dam Ha, Hai Ha, and Mong Cai, annually organise cultural, sports and tourism weeks, with many unique cultural, artistic and sports activities, not only creating a playground and healthy cultural exchange for the people but also contributing to introducing cultural beauty to tourists.

It can be said that the unique traditional living and working cultures of ethnic minorities in Quang Ninh Province are always cared for and preserved, with the orientation of becoming a unique tourism product, imbued with the cultural identities of the regions, attracting domestic and international tourists.

With the strategy of developing the cultural industry, turning culture into a potential market, aiming for “cultural export”, and contributing to promoting sustainable economic development, in the immediate future, Quang Ninh Province will continue to exploit its strengths and cultural potential in landscape, traditional values, and regional cuisine; as well as encourage production promotion activities of intangible cultural forms, with unique cultural messages, serving the development of the province's service and tourism economic sectors.

At the same time, more attention will be paid to the completion and implementation of projects on sustainable community tourism development in Quang Ninh Province,to create a basis to promote cultural development, associated with economic and tourism development, contributing to improving the material, cultural and spiritual life of the people.
