Quang Ninh aims for top 5 in Human Development Index (HDI)
Quang Ninh has consistently ranked among the leading provinces in Vietnam across multiple development indicators. Beyond maintaining high economic growth, the province has placed strong emphasis on improving its Human Development Index (HDI), with the goal of enhancing overall quality of life for its people.
Quang Ninh’s economy grew an estimated 11.03%, ranking 3rd out of 34 provinces and cities nationwide in the first six months of 2025. Key sectors that sustained positive growth are manufacturing and processing up 23.81%, services up 13.03%, and agriculture-forestry-fisheries up 4.61%.
State budget revenue reached VND 30.057 trillion, equivalent to 54% of the annual target set by the central government, placing the province 7th nationwide and 3rd in the Red river delta region.
The province continues to restructure its economy towards services, manufacturing, green industries, and the digital economy, while also accelerating administrative reforms, improving the investment environment, and fostering innovation.

In the first half of the year, Quang Ninh attracted over USD 292 million in FDI and nearly VND 128.43 trillion in domestic non-budget investment, with 1,150 new businesses established.
Sustained growth has created more quality jobs and raised per capita income, which remains among the highest nationwide. Quang Ninh has successfully eliminated multidimensional poverty in the period of 2022-2025. Livelihood support programs and vocational training for rural workers have been expanded, ensuring stable employment and sustainable income growth.
Healthcare, education, and social welfare have seen remarkable progress. Healthcare indicators remain 61.7 hospital beds, 17.4 doctors, 7.5 pharmacists, and 27 nurses per 10,000 people; health insurance coverage stands at 95.56%. In the field of education, 92.07% of schools meet national standards, while the proportion of trained workers is estimated at 87.3%, including 51.6% with degrees or certificates.

At the same time, the province is implementing a major social housing program, targeting the construction of 8,200 units by 2025 and 25,000 units by 2030 while completely eliminating substandard and temporary housing.
Quang Ninh aims to reach an HDI of 0.82 by 2025, and to maintain 0.82 or higher by 2030, striving to be among the top five provinces and cities in Vietnam. This reflects not only the province’s commitment to comprehensive human development but also its determination to build a solid foundation for industrialization and modernization in the coming years.
