On the morning of August 28, at the Provincial Exhibition of Planning and Expo Center, the Quang Ninh Provincial Party Committee, People’s Council, People’s Committee and Vietnam Fatherland Front Committee solemnly held a ceremony to announce the National Assembly’s Resolution on the establishment of Quang Ninh City and receive the First-Class Labour Order. General Secretary and President To Lam attended and delivered remarks at the ceremony.
At the ceremony, Member of the Party Central Committee, Member of the National Assembly Standing Committee and Chairman of the National Assembly’s Committee on Legal and Judicial Affairs Phan Chi Hieu, announced Resolution No. 36/2026/QH16 of the National Assembly on the establishment of Quang Ninh City. Under Resolution No. 36/2026/QH16, Quang Ninh City will be officially established on Sept.1, 2026.
Quang Ninh City was established on the basis of the entire natural area and population of Quang Ninh Province. The city borders Bac Ninh City, Hai Phong City and Lang Son Province, as well as the East Sea and the People’s Republic of China. It covers a natural area of 6,231.27 square kilometres, with a population of 1,523,400, and comprises 54 commune-level administrative units, including 30 wards, 22 communes and two special administrative zones.
On behalf of the Party and State leadership, General Secretary and President To Lam presented the National Assembly’s Resolution on the establishment of Quang Ninh City and the First-Class Labour Order to the Party organisation, authorities and people of the city.
At the ceremony, Member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee and Head of the Quang Ninh Provincial National Assembly Delegation Quan Minh Cuong emphasised that the establishment of Quang Ninh City marks a milestone of special significance and is a source of great pride for the Party organisation, local authorities and residents.
