A driving force for sustainable development

Resolution No. 17-NQ/TU dated October 30, 2023, of the Quang Ninh City Party Committee on “Building and promoting Quang Ninh’s cultural values and human strengths as an internal resource and driving force for rapid and sustainable development” has brought fresh momentum and created clear changes in the cultural and spiritual life of local people. This not only affirms the soundness of a major policy, but also lays a solid foundation for culture to truly become a pillar of sustainable development.

Looking back on the implementation of Resolution No. 17-NQ/TU, a vibrant emulation movement can be seen spreading widely. In mountainous and border localities such as Binh Lieu, Quang Duc, Hoanh Mo and Dam Ha, the preservation and promotion of ethnic cultural identity have consistently been placed at the centre. Models for preserving Tay cultural identity, conserving the traditional dress of the Dao Thanh Y people, maintaining brocade embroidery and traditional dual love singing clubs have become a source of spiritual support, turning cultural heritage into an asset for community-based tourism development and improving local livelihoods.

Meanwhile, in a dynamic urban area such as Mong Cai 1 ward, the implementation of Resolution No. 17-NQ/TU has taken a creative approach, harmoniously combining economic and service development with the building of a civilised urban lifestyle. Since the beginning of the year, the ward has closely linked implementation of the resolution with the “Digital Literacy for All” movement and the application of digital technology in cultural life. The ward has registered 30 models of “Studying and following President Ho Chi Minh’s example” linked with urban improvement and social welfare. In particular, the Vietnam Fatherland Front and mass organisations in the ward have organised more than 450 activities on communications, environmental protection, culture and social affairs, attracting more than 25,000 participations; and mobilised more than 140 households to voluntarily donate land and dismantle structures worth a total of more than VND 4.56 billion to upgrade infrastructure and create a bright, green, clean, beautiful, civilised and modern living environment.

The effectiveness of the movement is reflected in notable results. To date, more than 97.9% of residential areas across the city have been recognised as cultural villages or neighbourhoods. The spiritual life of local people has also continued to improve. The proportion of residents participating in activities at cultural and sports facilities has reached 50%. On average, each cultural house maintains two to five regularly operating clubs, including air volleyball, folk dance, badminton and mass sports. Large-scale cultural events such as residential community singing festivals have attracted large numbers of amateur performers, becoming an important part of local cultural life and strengthening solidarity among neighbours and communities.

Effective implementation of Resolution No. 17-NQ/TU has not only fostered pride and the preservation of ethnic cultural identity, but also helped turn culture into an internal resource and a major source of spiritual strength. The combination of traditional values and a modern civilised lifestyle is becoming increasingly evident, serving as an important driving force for Quang Ninh’s rapid and sustainable development in the new period.
