Oct. 31, in Ha Long city, QNPPC has held a meeting to adopt system of basic criteria to develop Quang Ninh province to become an industrial province oriented to modernization by 2015. Mr. Do Thong, standing vice-chairman chaired the meeting.
By examining and considering criteria applied for the whole country by 2020, the 13th Resolution of the Provincial Party Committee, and socio-economic and industrial situation of the province, the draft prepared by Advisory Body called the Strategy Institute (under Ministry of Industry and Trade) indicates that Quang Ninh has many advantages in terms of industrial development. Therefore, the development of Quang Ninh to be an industrial province oriented to modernization is feasible. In comparison with 18 criteria of the country by 2020, of which Quang Ninh has met 8 criteria, 5 criteria are predicted to meet, and 5 criteria needs to be strived to meet. This is important basis for the province to continue to realize industrialization and modernization from 2015 onwards.
The above-mentioned draft also suggests development targets of Quang Ninh to 2015. Specifically, industry and construction must account for 53 - 54% of GDP of the province, of which the industrial growth rate must attain around 14-15% per year in the period of 2011-2015; 16-18% per year from 2016 to 2020. Industry production revenue must reach VND 53,850 billion by 2015 and VND 119,254 billion by 2020.
Speaking at the meeting, representatives of departments and sectors in the province were all concerned about some invalid criteria due to lacking of scientific and legal basis. They then recommended that the advisory body needs to have further research to add new data in order to accurately assess industrial development state of the province in the passed years.
To conclude the meeting, Mr. Do Thong stated that the goal of Quang Ninh to basically become an industrial province oriented to modernization by 2015 is effective and sustainable. As a result, the system of criteria of the province to achieve this goal must be specific, scientific and feasible.
He also agreed with the main contents of the draft and 18 criteria for Quang Ninh to be industrial province oriented to modernization by 2015. Based on the recommendations of the participants for the advisory body, the Industry and Trade department will revise and complete the draft and then report to the Standing Provincial Committee. Mr. Do Thong also requested relevant sectors to carefully examine each criterion and send their comments to the Industry and Trade department before November 10th.
