PCI 2016: Quang Ninh for the first time on the 2nd rank

In 2016, Quang Ninh's PCI is in the second spot (65.6 points) which is the highest-ever result of the province. The news was released at a PCI 2016 announcement ceremony jointly launched by the Viet Nam Chamber of Commerce and Industry (VCCI) and the US Agency for International Development (USAID) on March 14, in Ha Noi city.

On the list, Da Nang dominates the Provincial Competitive Index (PCI) among 63 provinces and cities nationwide for the seventh time, gaining the top score of 70.00. 

Dong Thap in the third rank with 64.96 points, was listed among the provinces and cities having the best performance for the nineth consecutive year.

The top ten best performers in PCI 2016 also included Thai Nguyen, HCM City, Quang Nam, and Vinh Phuc, which received positive assessments by domestic enterprises thanks to their efforts to improve their business climate.

The PCI report 2016 was made based on the responses and feedback from 11,600 enterprises, including more than 10,000 domestic private enterprises from 63 cities and provinces and nearly 1,600 foreign invested enterprises in 14 provinces in Vietnam.

“The PCI programme has consistently promoted the voices of Vietnamese private enterprises. This is also a motive to develop the country, and the key to dealing with the development in not only economy but also politics and society", said VCCI Chairman Vu Tien Loc.

Launched since 2005, the PCI is comprised of sub-indices such as entry costs, land access and security of tenure, transparency, time costs, informal charges, proactivity of the provincial leadership, policy bias, business support services, labor training policy and legal institutions. The Index is developed by a team of international and national experts from VCCI with the support of USAID.
