The Vice Chairman of Quang Ninh PPC Do Thong on May 14 chaired a meeting to publish the appraisal result of the project to build highway connecting Ha Long city and Ha Noi - Hai Phong expressway.
Attending at the meeting were leaders of relevant departments, State Capital Investment Corporation (SCIC), BIM Group and SE Group.
The highway linking Ha Long, Hai Phong and Ha Noi, stretching from Ha Long city, Yen Hung district (in Quang Ninh province) to Hai An district (in Hai Phong province) with a total length of 25,214 kilometers, including four lanes, and designed speed for vehicles of 100-110 km/h. The total investment capital of this project is nearly VND 10,000 billion.
As part of the project, the BOT and BT Bach Dang bridge and its linking road will be invested by Japan-based SE Group and will be transferred to Vietnam after 25 years of operation. The total investment capital is VND 6,871 billion.
For capital reimbursement, SE Group asked the province to finance 15 percent of the total project cost (or VND 1,031 billion) and to be allowed to build up and manage the land fund in the area of Mac Dynasty Bog.
The other road section and bridges will be invested by the State Capital Investment Corporation (SCIC) and BIM Group with the total cost of VND 7,039.9 billion under BOT and BT model.
SCIC and BIM asked for permission to develop the land fund in 7 areas in Quang Yen town and Ha Long city at expense of investment cost.
The investors had urge for current priority policies on business income tax, equipment export tax, VAT tax, land use tax, etc
Addressing the meeting, the Vice Chairman Do Thong confirmed the key importance of the project and directed relevant departments to consider the investors’ suggestions and then submit to Quang Ninh PPC before May 22.
