Improving the business investment environment to attract all resources for the development is a big task that has been robustly undertaken in all localities nationwide over the past 10 years.
To Quang Ninh, improving the business investment environment is one of the strategies to mobilize resources for the effective and sustainable development. And the fact shows that the whole political system has been actively involved to fulfill this important task. As a result, Quang Ninh sets its six consecutive years in the top five PCI ranking and takes the leading position in terms of management quality. Especially, in 2017 and 2018, Quang Ninh was the leading among the provinces and cities with the best quality of economic performance and maintained top position in PCI ranking.
In the context of all provinces and cities in the country determining to improve their business investment climate, it is a compulsory for Quang Ninh to find solutions and its own ways for administrative reform in line with improving business climate and raising the management’s quality. The first strategy focuses on priorities which is highly put on mobilizing resources for investment, especially investment in transport, electricity, urban development, new rural construction, tourism products and facilities. In fact, various projects such as Bach Dang bridge, Ha Long - Hai Phong highway, Ha Long - Van Don expressway, Van Don international airport, Ha Long international cruise port, etc. are the key construction works invested in the PPP form really helped Quang Ninh get high points in the PCI ranking.
Along with investment, administrative reform with the 5 one-stop shop steps of receiving, appraising, approving, stamping and returning results at the administrative centers of the province and at districts and towns province wide has made Quang Ninh a highlight in terms of administrative reform in the country.
The connection between the government and enterprises, between enterprises and the leaders of localities, and functional organizations are enhanced through meetings, official working sessions and social network. That’s the reason why Quang Ninh gets the top position for the provincial leaders’ creativeness and dynamism.
Quang Ninh has topped the Viet Nam’s Provincial Competitiveness Index (PCI) ranking for two consecutive years. However, Quang Ninh plans to maintain the top position in PCI ranking in the coming years. Quang Ninh identifies limitations that need to be improved. For instances, the deadline of solving administrative procedures has not been reduced; some of the policies related to land issues and export-import activities still depends on other relevant factors; procedures for the land clearance has not been timely fulfilled. The lack of hi-quality human resource is also one of the problems that needs to be dealt with.
The total points of 70.36 in 2018 is an impetus for greater efforts in following years. It is important for Quang Ninh to find out the way to keep the positive results that it has gained for years, and deal with problems facing the province.
