Quang Ninh has been choosen by the Ministry of Finance as one of the first 6 provinces and cities nationwide to put forward the application of electronic invoices (e-invoices) in the first phase from November, 2021 to March 31, 2022.

Since November 1, 2021, all businesses, household businesses or individuals deploy e-invoices in accordance to the provisions of the Law on Tax Administration, Decree No.123/2020/ND-CP dated October 19, 2020 of the Government and Circular No.78/2021/TT-BTC dated September 27, 2021 of the Ministry of Finance.

Enterprises, economic organizations, business households and individuals have to stop using e-invoices that have been announced to be issued in accordance with previous regulations, and remove paper invoices that have been issued but not yet used (if any).

Enterprises, economic organizations, business households and individuals can register to use e-invoices based on the Form No. 01/DKTD-HDDT Appendix IA issued together with Decree No. 123/2020/ND-CP on the online Portal of the General Department of Taxation or via organizations providing e-invoice services.

A workshop was also held in late October, 2021 by the Quang Ninh Department of Taxation to guide taxpayers on the procedures of using e-invoices.

Relevant documents and instructions on e-invoices have been updated on the online portal of Quang Ninh Department of Taxation as well.

According to the General Department of Taxation, in the first phase, the deployment of electronic invoices in those six cities and provinces will play a decisive role in providing e-invoices nationwide. Enterprises in those localities account for 60 per cent of the total number of operating enterprises, and 70 per cent of invoices nationwide.

This is an important milestone in implementing the General Department of Taxation's electronic invoice system from mid-November 2021.
