This is the development orientation of the socio-economic space and infrastructure of Quang Ninh in the future. This strategy was presented by the Secretary of Quang Ninh Provincial Party Committee Pham Minh Chinh at a meeting held by Quang Ninh Newspaper in June, 2012.
Accordingly, Ha Long city is defined as the main hub supported by Eastern and Western sides. The west wing including Dong Trieu, Uong Bi, Quang Yen, Hoanh Bo, Ba Che will develop the free-smoke industries encouraged by green economic growth model. The Eastern one consisting of Cam Pha, Tien Yen, Dam Ha, Hai Ha, Van Don, Mong Cai, Co To and Binh Lieu will develop a chain of eco-satellite urban areas in order to foster border trade and tourism with two special economic zones of Mong Cai and Van Don.
This strategy enables Quang Ninh to be energized. This is a right development orientation to achieve the target becoming a province specialized in industries and services. Under this direction, localities within the province need to collaborate with each other in drawing their planning and socio-economic development strategy to create breakthroughs for Quang Ninh's socio-economic space and infrastructure with one hub and two wings strategy.
This is also an specification and effective implementation of the Central Resolution 4 on infrastructure construction and the Conclusion of the Central Congress 3 ( of 11th National Assembly) by the Central Executive Committee in transforming growth model and restructuring economy to achieve green growth.
