So as to offer investors with better administrative convenience, the Chairman of Quang Ninh PPC Nguyen Van Doc has just requested relevant departments to follow the new investment process.

The Chairman confirms that Quang Ninh had established investment promotion agency (IPA) to create the one-stop mechanism to promptly satisfy the demand of investors. The IPA serves function as an advising body on issued related to investment projects.
Therefore, the Chairman Nguyen Van Doc urges local departments to take on some following tasks:
1. For application documents which request for the approval of guidelines or project sites and were sent to the Department of Planning and Investment (DPI) (or documents asking for investing in outdoor advertising billboards and petrol stations were sent to the Department of Construction - DOC) before February 24, 2012, the documents must be sent to IPA if DPI and DOC have not sent to other departments for further ideas. In case the documents have been sent to other departments, DPI and DOC must also send to IPA before reporting to the PPC for final decision.
2. For application documents which request for the approval of guidelines or project sites were sent to the Department of Planning and Investment (DPI) (or documents asking for investing in outdoor advertising billboards and petrol stations) and have been sent to the Department of Construction - DOC) since February 24, 2012, DPI and DOC transfer all of the documents to IPA who takes responsibility for considering documents and reporting to the PPC for final decision.
3. For projects which the PPC has already allowed to conduct planning surveys, DPI and DOC aggregate into project groups (such as a group of infrastructure projects, a group of manufacturing projects, a group of tourist projects, etc.) and send to IPA for monitoring purposes.
4. IPA proposes the process for solving investors’ requests from the project survey request to the land allocation procedure and submits to the Vice Chairman of Quang Ninh PPC Nguyen Van Thanh who will assign detailed tasks for each department then.
5. In terms of awarding investment license, IPA acts as the main responsible agency to consider the application documentation, draw up the documents which the PPC will submit to the Department of Planning and Investment for official permission.
6. DPI continues to appraise projects on trading and investing in the infrastructure of urban residential areas, submits to PPC in accordance with the law.
7. In case the investors send documents to PPC by post, the PPC Office must transfer to IPA within a day.
This detail regulation is considered another step towards fulfilling the province’s commitment on administrative procedure renovation, information transparency and clear investment climate./.
