Quang Ninh recognises that heritage conservation is an urgent and long-term goal, and promoting heritage values is necessary and important. Therefore, in recent years, Quang Ninh functional authorities and departments at all levels have made efforts to deploy a wide range of robust measures to manage the Ha Long Bay World Heritage Site.
This important mission continued to be discussed at the consultative workshop on "Management effectiveness evaluation of the Ha Long Bay World Heritage Site" held on June 18 in Ha Long city.
It can be seen that, at present, Ha Long Bay's outstanding universal values have been well preserved, contributing to boosting the tourism development of Quang Ninh province in particular and Vietnam in general. However, the Ha Long Bay World Natural Heritage Site is also facing many difficulties and challenges that need to be tackled, such as: Identifying bad impacts on Ha Long Bay and preventing it from being negatively affected by bad factors and pressures from tourism activities, balancing preservation of the heritage's intact values and tourism development. In addition, managing heritage with the goals of sustainable development of the heritage's values serving the province's socio-economic development is also an emerging issue.
To deal with problems in the management of the Ha Long Bay World Heritage Site, a toolkit namely "Improving our heritage values" has been proposed to be amended by the experts at the workshop. With 12 practical tools, including specific instructions, the toolkit is expected to provide the most logical and appropriate basis to evaluate the management effectiveness of Ha Long Bay World Heritage Site. Each tool evaluates a different aspect of the heritage.
The consultative ideas raised by domestic and foreign experts are an important basis for the Ha Long Bay Management Board and relevant departments and localities to carry out measures to manage Ha Long Bay in an effective way; at the same time completing the draft report on evaluating the management effectiveness and the outline to adjust the management plan for the World Natural Heritage Ha Long Bay in 2017-2021 term, thereby effectively conducting the Government's 109/ND-CP Decree on the protection and management of world cultural and natural heritages in Vietnam.
