With the viewpoint " Planning must be one step ahead", over the years, the management and implementation of urban planning have been given special attention by Ha Long City, thus achieving remarkable results. The city has seen an urban modern look, meeting the development trend in a new context.
Previously, Ha Long City was a small-scale urban with residential areas in the poor conditions, lacking of electricity, public spaces, fragmented production facitlities, sketchy architecture urban, etc
To overcome that situtation, over the years, along with the cultural, socio-economic development, Ha Long City has mobilized the participation of the whole political system to foster the urban management. Besides, Ha Long has defined specific tasks concerning key fields such as: planning and planning management;management of urban order, traffic order and safety; urban embellishment; land use management; environmental sanitation; civilized urban lifestyle, etc. Therefore, the city gained outstanding results in improving the quality of urban and urban management.
Currently, Ha Long City’s construction master planning till 2040, with a vision to 2050 has been approved. Accordingly, the city has implemented the regulations on the management of planning and architecture for individual houses at existing residential areas which do not have detailed planning; research on coastal ring-road planning and industrial cluster planning in the west of the city. In the first 6 months of 2019, the city agreed with and approved 60 planning tasks and planning projects; provided information about 220 planning documents and approved 15 other detailed planning.
Based on the results achieved, in 2019, the city has focused on reviewing the land fund in the residential areas for planning approval and organizing auctions to create a clear land fund attracting strategic investors etc. The city has also paid attention to publicizing planning and projects, strengthening the propaganda on preferential mechanisms and incentives, encouraging local people to abide by policies for clearance and land handover, promoting administrative reform as well as propaganda on urban management, building a cultural and civilized urban lifestyle etc.
