Implementing green growth, Quang Ninh Province has actively made a plan and established a Steering Committee for the implementation of National Strategy on green growth for the period 2014- 2020. This effort has contributed to minimizing negative impacts on the environment and targeting the province’s goal of becoming an international tourism center by 2020.
To achieve the goal of green growth promotion, many environmental protection policies for key industries and policies for sustainable tourism development have been strengthened by the province over the past time. Typically, Quang Ninh Provincial People’s Committee in coordination with Japan International Cooperation Agency (JICA) organized the technical cooperation project on green growth promotion on Ha Long Bay. The project has been implemented from Nov.,2015 to Oct., 2019 through sustainable environmental policies and tourism development ones.
Under the project, Quang Ninh Province has focused on important issues such as establishing 5 working groups to improve provincial financial mechanisms, serving environmental management and green growth; developing policies concerning energy savings and management; enhancing sustainable tourism in Ha Long Bay area; improving the provision of tourism information and eco-tourism promotion in Van Don district; designing and operating the eco-label “blue sail” for tourist boats; making and popularizing a White Book on green growth on Ha Long Bay.
Along with JICA’s project, many drastic measures on environmental protection and green growth promotion have been deployed by the Steering Committee for the implementation of National Strategy on green growth for the period 2014- 2020, such as increasing locals’ awareness of environmental protection, enhancing the management of transporting tourists and b&b boats, collecting garbage on Ha Long Bay, etc.
To overcome environmental pollution in production and business activities, from 2016 until now, Quang Ninh Province has spent over 157 bil. VND on installing 27 automatic environmental monitoring stations; carrying out projects to improve environmental pollution in Ha Long Bay; building 39 coal waste water treatment stations. So far, Quang Ninh has completely handled 100% of establishments causing serious environmental pollution. 100% of industrial zones have been operated with centralized wastewater treatment systems. The rate of waste collection and treatment in urban areas reached 90%.
In the future, the Steering Committee for the implementation of National Strategy on green growth for the period 2014- 2020 will focus on boosting propaganda, training and attracting high-quality human resources to implement the National Strategy on green growth in the province, associating green growth with socio economic development.
