In recent years, as Quang Ninh has developed dynamically and been more integrated internationally, the improvement of foreign language skills of civil servants has been paid more attention.
Being a border province, owing advantages for the development of tourism, services and trade, Quang Ninh is attracting an increasing number of foreign investors. However, the foreign language skills of civil servants are still limited and impractical.
According to of the Quang Ninh Department of home affair, only 91 in total of 1,443 officials and civil servants working at departments have foreign language bachelor degrees while nearly 1,300 have foreign language certificates. At district level, the figures are six and 2,837 in total of 3,779 officials and civil servants, respectively.
According to Vu Thi Thanh Hai, Deputy Director of Foreign Language and IT Center, under Nguyen Van Cu Officials Training School, in recent years, Quang Ninh sent officials and civil servants to study aboard. From 2017-2018, the center opened 31 foreign language courses, providing training for 930 trainees. In the first half of the year, 400 students attended 17 classes opened by the center with the aim of basically communicating in foreign languages.
Quang Ninh Provincial People’s Committee issued Document No 4045/UBND-GD on strengthening foreign language skills of official and civil servants, directing departments, branches and localities to review and re-assess foreign language capacity of their human resources; based on results, make suitable training plans. The document also underlines the launch of practical training programs, self-motivation and determination of officials, civil servants and importance of international education programs.
