On Nov. 8, in Tokyo, Japan, Quang Ninh was presented with the Digital Government Award by the Asian-Oceanian Computing Industry Organization (ASOCIO). Accordingly, Quang Ninh is the first province of Vietnam to receive this noble award.
As a leading Vietnamese locality in the implementation of e-Government and forwarding digital Government, Quang Ninh has successfully conducted the 4-level linkage of the Government office with the Enterprise Service Bus (ESB) that connect all the data systems within the province, and connect with the Government and central ministries and departments network.
To date, 100 percent of the administrative procedures are received, addressed and computerized on the cyber environment. A fascinating statistics shows that over 80 percent of public online services have been offered to the people; more than 33,000 oline procedures have been dealt within only 2 years.
In three consecutive years (2016, 2017, 2018), Quang Ninh remains its fourth rank in Information and Communication Technologies Index (ICT Index). It made a highlight as in 2017 when topping the Provincial Competitveness Index (PCI) and Public Administrative Reform Index (PAR Index) rankings.
Theses achievements has dramatically changed the environment and ways to interact with the people, reducing 40 percent of times and save costs of more than VND 70 billion each year.
Besides e-government, Quang Ninh is on its way to implement digital government and smart city, and enhance the IT applicance in order to intensify the transparency, improve the ultilities for the people and raise the management ability and quality of the socio-economic activities to response the 4.0 revolution.
As the Prime Minister Nguyen Xuan Phuc has stated, the implementation of the e-government must be in line with the roles of the leaders, boosting the IT appliance in the administrative reform and ensuring its effectiveness. The completion of the e-government and developing digital government is not only a chance but also a compulsory trend. It is confident to define digital government as a new brand of Quang Ninh in developing a modern, transparent, professional and effective adminisatrtion.
