In the framework of the 2019 Spring Meeting, a spring talk was organized on Mar. 22 in the northern province of Lang Son with the attendance of Deputy Minister of Foreign Affairs Le Hoai Trung; Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Vietnam Xiong Bo; Hoang Ngoc Vinh, Consul General of Vietnam in Nanning (China) along with Secretary of the Party Committee of China’s Guangxi Zhuang Autonomous Region, Lu Xinshe and secretaries of the Party’s Committees of the 4 border provinces, namely Quang Ninh, Lang Son, Ha Giang and Cao Bang.
Speaking at the talk, secretaries of the party’s Committees of Lang Son, Ha Giang, Cao Bang and Secretary of the Guangxi Zhuang Autonomous Region Lu Xinshe focused on reviewing results gained by implementing the spring talk 2018, and then raised proposals aiming at enhancing cooperation in the economic development and cultural exchanges.
Affirming on the cooperation between Vietnam’s Quang Ninh and China’s Guangxi Zhuang Autonomous Region, Secretary of the Quang Ninh Provincial Party’s Committee Nguyen Van Doc emphasized that the relationship of both sides has been developed over the three past years, and gained much achievements, becoming a model in the local cooperation between Vietnam and China.
In 2018, Quang Ninh and Guangxi actively conducted the contents included in the spring talk last year and achieved a number of practical results, contributing to developing a peaceful and stable borderline.
Having said that he suggesed that the Spring Meeting should be continuously maintained in order to intensify exchange activities and promote cooperation in the areas of trade, finance, transport, tourism and services, etc.
At the end of the talk, Secretaries of the Provincial Party’s Committee of the 4 Vietnam’s provinces and China’s Guangxi Zhuang Autonomous Region proposed 5 main cooperation contents in the coming time, namely: Continuing to strengthen cooperation and friendly exchanges; futher cooperation in the key areas; strengthening cooperation between the party committees and relevant departments at all levels; strengthening people-to-people exchanges to strengthen the friendship foundation; strengthening cooperation in border management, building a border of peace and friendship.
7 cooperation agreements in many fields were inked by secretaries of the 4 border provinces of Vietnam and the Guangxi Zhuang Autonomous Region of China. One of the highlights was the agreement on developing frozen goods logistics services, marking a milestone in the eonomic cooperarion between Quang Ninh and Guangxi’s Fanchenggang city.
Under a Memorandum of Understanding (MoU) inked between the two sides at the 10th session of a joint working committee between the four Vietnamese localities and Zhuang Autonomous Region held in Lang Son Province on the same day, they agreed to continue delegation exchanges, and enhance mutual political trust.
They encourage local authorities to set up mechanisms to remove bottlenecks during co-operation in the fields of trade, tourism, border management and border gate management.
Both sides reached a consensus to realise the MoU between the two Governments on promoting links between the “Two Corridors and One Economic Circle” framework and the “Belt and Road” initiative.
