On Mar. 9, in Ha Long city, the Institute of Legislative Studies under the Vietnamese National Assembly and the Rosa Luxemburg Stiftung (Germany) have jointly held a scientific workshop to complete the law on the local government organization by Mr. Pham Minh Chinh, Secretary of the Quang Ninh Provincial Party Committee attended and made a speeech at the workshop.
At the workshop, all delegates discussed and proposed suggestions for the draft to avoid limitations during the law implementation. As planned, the bill on the local government organization will be submitted to the NA for approval in May, 2015.
Speaking at the workshop, Secretary Pham Minh Chinh higly appreciated the workshop. He shared the way in which Quang Ninh province is implementing to organize the local government. He then proposed that the local government of the Van Don Speacial Economic Zone should be organized in form of urban government without People's Council.
