On Dec. 20, 2011, Vice-Prime Minister Nguyen Thien Nhan and his accompanied delegation has paid a working visit to Quang Ninh province in order to provide measures to speed up the progress of developing Quang Ninh to basically be an industrial province oriented to modernization by 2015.
There was also the presence of representatives from ministries, sectors and especially rectors of some universities. Mr. Pham Minh Chinh, a member of the Central Party Committee; the Provincial Party Secretary, has received and worked with the delegation.
Reporting to the Vice-Prime Minister, the provincial leaders stated that although Quang Ninh in 2011 met only 20 out of 24 criteria under its plan, it is still in the group of provinces that have the highest growth rate in the nationwide. Especially, the province contributes to the state budget around VND 26,344 billion – the highest ever achievement.
In addition, Quang Ninh province also commits strictly implementing other major tasks according to policies and resolutions of the PPC, focusing on transport infrastructure development; urban upgrading; new rural areas development; achieving norms of culture, society, healthcare and education…Quang Ninh also defined that 2012 is the year of “strategy and planning development” and “the year of science and technology”.
At the working session, Mr. Pham Minh Chinh also stated that Quang Ninh is facing to a great deal of difficulties and challenges, namely: unstable development and unprofessional investment promotion...
Mr. Nguyen Van Doc, chairman of QNPPC and representatives of departments and sectors within the province have proposed that the government should have supporting mechanism and policies for Quang Ninh in the major areas, namely science and technology, especially biotechnology; human resource training; administrative reform; environmental protection and preservation of Ha Long Bay’s values. Based on these proposals, representatives of ministries, sectors and rectors of universities have unanimously agreed with Quang Ninh’s development strategy. They also suggested measures to help Quang Ninh carry out its development strategy.
For his part, Mr. Nguyen Thien Nhan has requested representatives of ministries, sectors and universities to respond to the problems that were mentioned at the meeting. He also hoped that all the issues that have been discussed by Quang Ninh leaders and representatives of ministries, sectors and universities would be implemented. Regarding to specific contents in Quang Ninh’s development strategy, he provided clear orientations, including establishing a fund to support the development of science and technology; giving first priority to develop Herbal Garden in Yen Tu aiming at restoring herbal resource and creating more jobs for local people; readjusting some criteria of an industrial province based on productivity of each sector…
In the framework of the working visit in Quang Ninh, the delegation has visited Quang Trung Mechanical Enterprise specializing in manufacturing lifting and lowering equipments (in Uong Bi city); Quang Ninh center of Science and Agro-Forestry production (under the department of Agriculture and Rural Development). At these locations, Mr. Vice-Prime Minister highly appreciated the results of production and trade and other research projects of these units. He directed ministries and sectors to examine policies to support high-tech creative products that are being manufactured in Quang Trung Mechanical Enterprise.
