On Nov. 5, Mong Cai International Border Gate Post (Quang Ninh Province) handed over a Chinese citizen in distress at Bac Luan border river to Dongxing Immigration border inspection post (China).
At 2 a.m on Nov. 5, at the foot of the Bac Luan Bridge No.2 in Area 6, Hai Hoa Ward, Mong Cai City, the Bac Luan 2 task force of the Bac Luan International Border Gate Post under the Mong Cai International Border Gate Post discovered a man lying on the edge of the border river with blood stains on his head and in poor health condition. The relevant forces rescued him and carried out first aid and then the victim recovered. The initial verification showed that the victim was Bao Yinchang, born 1991, his permanent residence at 603, Bei Yuan street, Xingning market, Dongxing City, Guangxi Province, China.
