According to the recent report by the Government’s Administrative Reform Steering Committee, Quang Ninh topped the Public Administration Reform (PAR) Index ranking in 2018. The province scored 89.06 out of 100, outstripping the runners-up, Ha Noi (83.98 points) and Dong Thap (83.71).
This is the second consecutive year Quang Ninh has led the Public Administrative Reform, showing the province’s efforts in its performance of the public administration reform, the improvement of the business climate and the provincial competitiveness with the aim of better serving enterprises and people.
The Par Index's criteria set consists of eight areas that reflect localities' Par functions, including PAR management; development and dissemination of legal papers at localities; administrative Procedure Reform; Reform of State Administrative Apparatus; Building and Improving the Quality of Civil Servants; modernization of state administration; Innovation of management mechanism for Administrative Agencies and Public Service Units; administrative reform’s impacts towards people and organizations as well as the province’s socio-economic development criteria. Accordingly, the 8 areas are divided into 38 indicators and 81 sub-indicators.
Also, according to the Satisfaction Index of Public Administration Services (SIPAS), 82.99 per cent of surveyed people expressed satisfaction with administration services at State agencies. The locality that topped the SIPAS 2018 gained the highest percent of 97.88 while the one bottoming the SIPAS ranking got the percent of 69.98. Quang Ninh, with 91.15 percent, ranked the seventh.
Notably, Quang Ninh not only topped the PAR INDEX ranking but also remained its first position in Viet Nam’s Provincial Competitiveness Index (PCI) ranking for two consecutive years (2017 and 2018).
These positive results reflect exactly what Quang Ninh province has tried its best to do in developing the government in an attempt to serve and accompany people and businesses, showing the solidarity, determination and creativity of the whole political system of Quang Ninh.
Quang Ninh is the locality with various first values resulted from its vivid reality. It is the first province where the Provincial Public Administration Center was established under the Prime Minister's approval and operates in the direction of receiving, appraising, approving and stamping right at the Center's one-stop shop meanwhile district-level public administration centers are really public centers to handle administrative procedures in a transparent way.
Quang Ninh is the first province where the investment promotion agency has been deployed professionally and effectively. It is also the one which sets up a variety of development strategies in accordance with standards; where innovations and breakthroughs in the economic development have been made with highlights of spending the province’s budget and socialized capital source on building expressways and Van Don international airport, respectively.
It is Quang Ninh where the guideline is unified from the Party’s Committees to the governments at all levels, where the whole political system has been involved in taking charge of tackling all the problems.
It can be said that Quang Ninh's success has been reflected via the PAR INDEX, PCI; SIPAS OR PAPI (Public Administration Performance), which evaluate and express satisfaction of the people and enterprises towards Quang Ninh's achievements, as well as innovation results.
