With the aim of promoting green growth in Ha Long Bay, the project "Green growth promotion in Ha Long Bay in the second phase (2016-2019)" funded by Japan International Cooperation Agency (JICA) has gained important results, thereby contributing to conduct the target of renewing the growth model, restructuring the economy and transferringthe economic growth model so called from “brown to green”.
One of those achievements is the development and implementation of the Blue sail eco-label for tourist boats. This practical activity not only protects the environment but also contributes to raising the community's awareness of environmental protection, making Ha Long Bay attractive to domestic and international tourists.
Based on the study of potentials, landscapes, cultural values of local identity, Ha Long Bay Green Growth Promotion Project has successfully launched 2 tours, including the one to discover the history and culture of Quan Lan Island, and the one-day tour for tourists acting as farmers and fishermen on Quan Lan Island in Van Don District. It can be said that this kind of tourism product has paved the way for the locals to develop local tourism, contributing to economic development, thereby improving the living standard of the local people.
With the aim of reducing pollution and promoting the sustainable growth of tourism by effectively tap tourism potential in Ha Long Area, the projecthas also concentrated on other pilot activities such as: Installing eco-toilets for tourist boats and publishing white book on green growth in Ha Long Bay to convey initiatives and activities towards green growth in the Ha Long Bay area to visitors, businesses, local people, and deploying energy-saving solutions. Currently, Quang Ninh Provincial People's Committee has granted "Certificates of economical and efficient use of energy in Quang Ninh province in 2019" for the 6 key energy users in the province.
It can be affirmed that after three years of implementation, with the efforts of JICA experts and working groups, the project "Green growth promotion in Ha Long Bay area" has greatly handled simultaneously economic growth issues in line with environmental protection by implementing environmental policies in the key industries and sustainable tourism development.
