The southern metropolis is followed by its neighbor Binh Duong at 6.715, according to results announced by the Ministry of Education and Training on Tuesday.
Hanoi is ranked third with the average English score of 6.195, while Ba Ria-Vung Tau that also borders HCMC comes fourth at 6.19.

Ha Giang came last with 3.825 points, following its northern highlands neighbors Dien Bien, Cao Bang, Son La, and Bac Kan provinces.
This year, 876,102 students participated in the high school graduation examination for English. The average English score of examinees throughout the country is 5.45, with the mode point of 4.2. Among them, over 392,000 have a score below 5 out of 10, accounting for 44.8% of the examinees.
Nearly 500 students scored a perfect 10.
The 2023 high school graduation examination, which took place on June 28 and June 29, attracted over a million examinees throughout the nation. Students took tests in Literature, Math, Foreign Language and either a group of natural sciences subjects (Biology, Chemistry, Physics) or social sciences (Geography, History and Citizens' Education).
