Community-based tourism is a type of tourism which is developed basing on typical cultural values of the community, managed, exploited and benefited by the community. This is considered an effective solution to poverty reduction and hunger elimination as well as sustainable development in many localities in Vietnam.

Quang Ninh aims to develop this kind of tourism in a diversified and professional manner. According to the draft project proposal of community-based tourism development in Quang Ninh, the province will focus on creating typical and unique tourism products, thus contributing to preserving and promoting values of historical and cultural relic sites and landscapes. It will also create more jobs, contributing to reducing poverty and building new rural areas. Specific targets of the draft project proposal include receiving 1.7 million domestic tourist arrivals and 1.1 million foreign tourist arrivals, and earning a revenue of 5,950 billion VND by 2025 from community-based tourism. The figure will be 3 million domestic tourist arrivals, 1.8 million foreign tourist arrivals, and 12,160 billion VND by 2030. Community-based tourism is expected to create 4,200 more jobs in 2025 and 9,500 more jobs by 2030.
