Quang Ninh takes proactive measures to prepare for Typhoon Wipha and post-storm rainfall
In response to the potentially severe impact of Typhoon Wipha (Typhoon No. 3) on the northern region in the coming days, the Quang Ninh Provincial People’s Committee issued Directive No. 2474/UBND-TC on July 20, urging all localities, departments, and units across the province to urgently implement proactive measures to monitor and respond effectively to the typhoon and its subsequent rainfall.

The Chairman of the Provincial People’s Committee emphasized the need for absolute vigilance. All units must closely monitor developments related to the typhoon and heavy rainfall, strictly avoid complacency, and fully implement directives from the Prime Minister, relevant ministries, and provincial authorities.
Key priorities include ensuring the safety of all vessels at sea, including tourist boats, evacuating residents from high-risk areas prone to landslides, flash floods, and deep inundation, and safeguarding key infrastructure, including construction sites, industrial parks, residential areas, and low-lying production zones.
Local authorities are required to maintain strict 24/7 on-duty operations and report updates promptly.
The Department of Agriculture and Environment is tasked with coordinating closely with relevant agencies to track the storm and promptly share information with localities to enable timely action. It is also responsible for directing the Marine, Island and Fisheries Sub-Department and Fisheries Surveillance teams to work with coastal districts to update vessel inventories, particularly offshore vessels, and inform operators of the storm’s trajectory, urging them to avoid danger zones and seek shelter. Reservoir managers must also monitor water levels and prepare contingency plans to ensure dam safety amid prolonged rainfall.
Communal and ward-level People’s Committees, especially those in coastal areas, must promptly inform residents about the storm, reinforce aquaculture cages, account for individuals remaining in aquaculture zones, and prepare evacuation plans. They must also identify flood-prone zones, dredge drainage systems, and alert local amusement parks and construction sites to implement safety measures. Collaboration with the provincial irrigation company is needed to manage floodgates and reservoirs. Localities must monitor flood crossings and warn residents not to enter streams or rivers during flooding.
The Department of Construction, in coordination with the Inland Waterway Port Authority, must inspect the number of tourist vessels and be ready to enforce no-sail orders if required. It should guide boats to safe harbors and ensure road safety, particularly along highways and in areas such as Bai Chay and Bach Dang.
The Provincial Military Command and the Police Department must prepare personnel and equipment for rescue operations and coordinate with military units as needed. Border Guards must signal vessels to return to port, while provincial police are to maintain security and traffic order during potential emergencies.
The Department of Culture, Sports and Tourism must stay informed of tourist numbers, especially on islands, and update travel agencies to help them develop contingency plans and ensure visitor safety.
The Provincial Media Center is instructed to enhance coverage of the storm’s development, providing the public with practical guidance on prevention and response.
Vietnam National Coal and Mineral Industries Group (TKV) and Brigade 19 must prepare action plans for high-risk mining sites, waste dumps, and underground tunnels, while also mobilizing rescue resources as needed.
The provincial irrigation company must remain on high alert, monitor weather updates, and regulate water levels to maintain dam safety during extended periods of heavy rainfall.
The Quang Ninh Maritime Administration and coastal radio stations must track the storm, direct ships away from danger zones, and enforce port closures as instructed.
The Quang Ninh Hydro-Meteorological Center will provide continuous updates on the storm’s developments, supporting local authorities with timely and accurate information for responsive planning.
